Biography
He is currently an Assistant Professor of Criminal Justice at the University of Wisconsin-Platteville. He has served as an Adjunct Professor of Sociology at Northern Illinois University, and an instructor in the Law Enforcement Program at Kishwaukee Community College. He has taught police officers on various topics for the Illinois Law Enforcement Officers Training and Standards Board and instructs new police chiefs for the Law Enforcement Executive Institute at Western Illinois University. He is also an instructor for Northwestern University’s Center for Public Safety, School of Police Staff & Command. Solar has published a number of articles in various professional journals: “The Economics of Police Work Scheduling” Law & Order, Sept.-Oct. 2009 “The Organizational Context of Effective Policing” The Police Chief, February 2001 Volume LXVIII, Number 2 p. 39 “The Justification of Police Training and other Budget Strategies for Executives” Law & Order, October 1998 p. 121 “Changing Organizational Culture through Performance Appraisal”, Law & Order, May 1998 p. 22 He is a life time member of the Illinois Association of Chiefs of Police, a Certified Police Chief and serves on the Accreditation Council, the governing board for the Law Enforcement Accreditation program (ILEAP). The council sets the standards for professional law enforcement in Illinois. He is a long time member of Rotary International, past-President of the DeKalb County Law Enforcement Executives Association and a former Chairman of the Northern Illinois Police Training and Advisory Board.
